O futuro das aXudas a la innovación da UE: 'Horizon 2020'
A partir del año 2014 y hasta el 2020 se pondrá en marcha el nuevo Programa Marco “Horizon 2020” de la UE. Esta iniciativa reúne por primera vez en un único programa toda la financiación de las actividades de investigación e innovación de la UE. Incluye así el Programa Marco (FP), Programa de Innocación y Competitividad (CIP) y el Instituto Europeo de Innovación y Tecnología (EIT).
Horizonte 2020, que contará con un presupuesto indicativo de 80.000 millones de euros, está centrado en apoyar las mejores líneas de investigación para ofrecer importantes oportunidades de negocio e incrementar la calidad de vida de los ciudadanos. Será clave en la aplicación de la “Unión por la Innovación”, para un crecimiento inteligente, sostenible e integrador.
El programa se centrará más que nunca en convertir los avances científicos en productos y servicios innovadores que faciliten oportunidades comerciales y cambien para mejorar la vida de las personas. Al mismo tiempo, reducirá drásticamente la burocracia, según ha dicho la comisaria de Investigación, Innovación y Ciencia, Máire Geoghegan-Quinn. Esto será gracias a la simplificación de las normas y procedimientos al efecto de atraer a más investigadores destacados y una gama más amplia de empresas innovadoras.
El programa se divide en tres ejes que responden a los tres objetivos principales del programa: “Excellent Science”, para apoyar a la posición de la UE cómo líder mundial en tecnología; “Industrial Leadership” para contribuir a asegurar el liderazgo industrial en innovación; y “Societal challenges” para abordar las principales preocupaciones sociales.
¿Cómo le afectará al sector agroalimentario?
El sector agroalimentario se encuentra bien representado en este programa. Uno de los 6 retos sociales que se contemplan es el de “seguridad alimentaria, agricultura sostenible, investigación marina y bioeconomía”, con un presupuesto indicativo de 4,7 mil millones de euros. Por otra parte, varias de las tecnologías claves contempladas en “Industrial Leadership”, como es el caso de la biotecnología o la nanotecnología, también relacionadas con el sector. Y además, habría que contemplar los aspectos de ciencia básica en el sector relacionados con la parte de “Excellent Science”.
¿Qué papel representan las pymes?
Las pymes juegan un papel fundamental en este nuevo programa. En el eje de “Industrial Leadership” se pondrá en marcha un nuevo instrumento de financiación para las pymes similar al SBIR americano (con una dotación indicativa de de 700 millones), a esto habrá que sumarle parte de los instrumentos financieros para empresas (presupuesto indicativo 4 mil millones de euros). En la parte de “Societal challenges”, se estima que un 15% del total del eje (presupuesto indicativo 36 mil millones de euros) esté destinado a las pymes.
